Vice Chairman of the Hanoi People's Committee, Mr. Truong Viet Dung, has signed a plan to implement Resolution No. 68/2026/NQ-HDND of the city's People's Council, which had approved policies supporting the transition of road vehicles from fossil fuels to clean energy and encourages the use of public transport across the city.
Under the plan, Hanoi will offer free bus rides and green vehicle incentives within Ring Road 1.
The city aims to encourage residents to switch to "green" transport and increase the usage rate of public passenger transport. This initiative is expected to help reduce emissions, improve air quality, enhance urban transport services, and promote a green transition within the transportation sector.
One of the core tasks is to widely disseminate the Resolution to local government agencies, transport enterprises, credit institutions, green vehicle dealerships, and the general public. Priority will be given to poor households, taxi drivers, e-hailing drivers, and frequent public transport users.
Regarding direct financial subsidies, Hanoi will issue procedures for receiving, appraising, approving, and disbursing payments to individuals from poor households who transition from fossil fuel-powered motorbikes and mopeds to green vehicles.
Furthermore, the city will provide guidelines for accessing preferential loans from the Hanoi Development Investment Fund and offer a 30% interest rate subsidy for transport businesses eligible under the policy. The city is also considering incentive policies for electric feeder buses or integrated transport services.
Hanoi's functional agencies will conduct reviews and statistics on transport enterprises that fall under the category for transitioning taxis and e-hailing vehicles, providing guidance on loan applications and handling appraisals and disbursements.
For needy households, the city will review lists based on the multi-dimensional poverty standards for the 2026-2027 period to identify owners of fossil fuel-powered motorbikes or mopeds registered before the Resolution took effect. According to the regulations, each individual is eligible for support only once for one motorbike or moped.
Additionally, the city will consider waiving fares for buses and urban railways (Metro) during holidays, Lunar New Year, and special political or social events, based on specific decisions by the Hanoi People's Committee regarding the duration, scope, and number of applicable days.
