According to current regulations, foreign organizations and individuals are allowed to own up to 30 percent of the apartments in a condominium building. For individual houses, foreigners can own no more than 250 units in an area with a population equivalent to a ward.

As of October 2026, Ho Chi Minh City has sold 3,297 apartments to foreign organizations and individuals, accounting for 21 percent of the total 15,841 apartments permitted for foreign sale.

However, only 316 of these apartments have been issued  ownership certificates.

Prominent projects selling apartments to foreigners include the Midtown Phu My Hung Residential Area with 468 units, the Thu Thiem Observation Tower Complex Empire City with 218 units, and the Tan Thang Sports and Residential Complex (Celadon City) with 187 units.

Notably, some projects have reached their foreign ownership limits, such as the City Garden condominium, the high-end Vista project by Capitaland, Empire City, and the Z1 condominium by Maeda-Thien Duc.

Among the 316 apartments that have been issued ownership certificates, City Garden accounts for the majority with 159 units; the residential block 3-15 in Thu Thiem 42 units; and the high-rise apartment complex in Thao Dien Ward 27 units; along with 79 units from 17 projects developed by Phu My Hung Development Co., Ltd., and nine units from the Tan Thang project.

According to current regulations, foreign organizations and individuals are allowed to own up to 30 percent of the apartments in a condominium building. For individual houses, foreigners can own no more than 250 units in an area with a population equivalent to a ward.

Recently, the city announced four more housing projects eligible for foreign sale, including the high-rise complex, commercial office center, and apartments in An Khanh Ward; the CC-III and CC-IV residential areas in Long Binh Ward; the high-rise residential area in Thao Dien Ward; and the Habitat Binh Duong Phase 3 apartments in Binh Hoa Ward. These projects contribute to increasing the total number of projects eligible for foreign ownership in the city to 160.

The announcement of the list of projects eligible for foreign sale not only creates more opportunities for international customers but also promotes transparency in legal information. This is particularly important as Ho Chi Minh City strives to attract foreign direct investment (FDI).
