Under Prime Ministerial Decision No. 1481/QĐ-TTg, signed by Deputy Prime Minister Ho Quoc Dung on August 4, a list of State-funded public career services in the field of science and technology has been approved.
According to the decision, the new list comprises 22 services categorized into six distinct sectors.
Within the digital transformation group, the list includes evaluation services for digital products and digital technology services that fall under the category of key digital products as prescribed by law. Notably, this group also includes support services for the development, design, trial production, measurement, testing, and evaluation of semiconductor chip products.
The science, technology, and innovation group consists of five services, including support for the activities of science and technology market intermediaries and services to evaluate technological levels and capabilities while supporting the creation of technological innovation roadmaps. Other services in this group involve technology incubation support, the provision of technical infrastructure, laboratories, shared equipment, and co-working spaces for innovation and science-related enterprises, as well as the evaluation of science and technology activities.
For the intellectual property group, there are four services provided, focusing on consulting and support for the registration, management, and exploitation of geographical indications, certification marks, and collective marks.
This group also includes support for assessing the technical status of inventions in the management and implementation of state-funded science and technology tasks, services for searching and providing information for preliminary assessments of industrial property protection, and legal support for organizations and individuals involved in international cooperation to protect intellectual property rights.
In the area of standards, metrology, and quality, the list identifies three services: the development of national standards and technical regulations; guidance on applying national, international, regional, and foreign standards; and the maintenance and use of national measurement standard systems and technical documentation.
Regarding atomic energy, radiation, and nuclear safety, five services are listed, ranging from responding to and handling radiation and nuclear incidents at both provincial and national levels to national environmental radiation monitoring and warning services. This category also includes the maintenance of national standard laboratory systems for radiation measurement and the inspection and calibration of radiation-measuring equipment conducted by public service units.
Finally, the telecommunications and internet group includes three services focused on quality testing of telecom services and products to ensure safety and serve state management, along with data processing for monitoring and regulating the telecommunications market.
The Decision took effect on August 4, replacing Prime Miniterial Decision No. 2099/QD-TTg of December 27, 2017, regarding the list of state-funded public career services under the management of the Ministry of Science and Technology.
