The Vietnamese Government has officially issued Decree No. 327/2026/ND-CP detailing Article 14 of the Law on Cybersecurity, establishing strict legal mechanisms to handle digital activities that infringe upon national security and social order.
Under Clause 5 of Article 7 of the decree, Vietnamese authorities will block access from within the national territory to foreign information systems under specific non-compliance scenarios.
This mandate applies directly to foreign technology enterprises offering telecom, internet, or value-added cyber services that fail to establish a local branch or representative office, or refuse to fulfill local data storage obligations. Access will also be blocked for foreign-based systems that refuse to remove illegal content, fail to provide data for official cyber-investigations, spread malware, or initiate cyber-attacks against critical national infrastructure.
Cross-border platforms sharing anti-state content, inciting public disorder, or processing Vietnamese citizens' personal data in violation of domestic laws and administrative penalties will face similar access restrictions.
In addition to blocking access, Clause 7 empowers specialized cybersecurity forces to request a temporary suspension of payment accounts, digital wallets, and payment processing methods. This action targets accounts identified as receiving or circulating funds derived from illegal activities, those operated under fake or rented identities, and accounts engaged in unauthorized online transactions involving foreign currencies or digital assets.
Financial suspensions will be also applicable to accounts involved in fraudulent capital mobilization schemes or cases where service providers fail to freeze compromised accounts upon official request.
To guarantee swift compliance, the decree mandates that all internet service providers and system operators must supply requested information and data to cybersecurity authorities within 24 hours for standard requests, and no later than three hours in emergency situations.
