Mr. Thu said Vietnam’s stock market is making steady progress toward an upgrade in its market classification, while international funds and financial institutions have been actively preparing to increase their exposure to the country.

He noted that leading global investors, including Vanguard, Blackstone, UBS and Morgan Stanley, have completed technical arrangements needed to access the Vietnamese market through domestic brokerage firms such as SSI Securities and Vietcap Securities (VCI). He described the development as a positive signal for the market's future growth.

The SSC is also accelerating the issuance of Circular No. 08, which is expected to allow foreign investors to trade through global brokerage networks, reducing administrative procedures and transaction costs while bringing Vietnam's regulatory framework closer to international standards.

According to Mr. Thu, the planned reforms are expected to improve the market's settlement system and enhance the efficiency of foreign capital utilisation. Proposed amendments to the Investment Law also reflect the government's commitment to expanding market access for foreign investors.
