Hai Phong targets 17,000 rental housing units by 2030

Northern Hai Phong port city has identified rental housing as a key pillar of its long-term housing strategy, with plans to develop between 15,000 and 17,000 rental apartments by 2030.

According to the Hai Phong People's Committee, the city is shifting its housing policy toward ensuring citizens' right to adequate housing. As part of this strategy, 15 rental housing projects comprising around 4,900 apartments have already been launched.

More than 700 units have been completed and are ready for occupancy, while over 600 apartments are currently being leased, providing stable and affordable accommodation for local residents.

Hai Phong is also making significant progress in social housing development. The city has launched or is implementing 67 social housing projects with a total planned capacity of 85,261 units. Between 2021 and 2030, about 73,780 units are expected to be completed, exceeding the target assigned by the Government by approximately 40%.

On June 26, 2026, Hai Phong and project developer Dai An Industrial Zone Infrastructure Development One Member Co., Ltd. broke ground on a VND1.11 trillion ($42.5 million) accommodation complex for workers and experts.

The project, located within the expanded Dai An Industrial Park along National Highway 5 in Tu Minh Ward, covers 4.28 hectares. It will include seven 10-storey residential buildings providing 1,074 rental apartments for workers, as well as 14 three- to four-storey commercial and service buildings containing 55 rental units for experts.

The worker and expert housing complex is scheduled for completion in the fourth quarter of 2027.
