To accelerate social housing development, Hanoi authorities have mandated a 50% reduction in administrative processing times and faster site clearance to ensure 114 projects break ground by the second half of 2026.
During a working session on July 23 with relevant parties to review the progress of social housing projects across the city, Vice Chairman of the Hanoi People's Committee, Mr. Bui Duy Cuong, urged localities to be proactive and drastic in site clearance efforts.
He set a target to complete clearance within a maximum of three months for projects with favorable conditions, particularly those situated primarily on agricultural land. For the 89 projects currently undergoing clearance, the city aims for fundamental completion by October 2026.
Mr. Cuong also noted that the city would evaluate the capacity of project developers and take regulatory action against those who lack initiative, fail to cooperate, or cannot meet implementation requirements.
Furthermore, he assigned the departments of Agriculture and Environment, Construction, and Planning and Architecture to strengthen inspections and monitor the progress of every project. These departments are required to submit monthly reports to the City People's Committee, identifying specific projects or localities lagging behind schedule to ensure timely intervention and resolution.
The Vice Chairman urged departments and sectors to focus on streamlining administrative procedures. For applications that meet all legal requirements, the city will immediately proceed with land allocation procedures to enable developers to break ground promptly. This move aims to launch social housing projects as soon as possible, contributing to the capital’s overall housing development goals.
Regarding procedural reforms, earlier the Chairman of the Hanoi People’s Committee issued Directive No. 16/CT-UBND on July 20, focusing on promoting social housing to help realize "double-digit" socio-economic growth targets. In the directive, city leaders mandated a minimum 50% reduction in administrative processing time and the implementation of a "green lane" mechanism (fast-track) for files related to planning, investment, land, and social housing construction.
