National Assembly (NA) Chairman Tran Thanh Man has mandated that projects serving the APEC 2027 Summit on Phu Quoc island (southern An Giang province) must be completed by June 30, 2027.
He emphasized the need to disburse 100% of the state capital plan for 2026, ensuring quality, safety, and preventing any violations, losses, or waste.
The NA Chairman along with Permanent Deputy Prime Minister Pham Gia Tuc and leaders from central ministries and sectors, on October 25 inspected the progress of implementing NA Resolution No. 41/2026/QH16, which addresses special mechanisms and policies to resolve difficulties and obstacles in executing projects for the APEC 2027 Summit on the island.
No delays, no compromise on quality, no violations
During the inspection, the NA Chairman acknowledged the efforts of the Government, ministries, An Giang province, investors, contractors, and the workforce involved in the construction projects. He also expressed gratitude to the people of Phu Quoc island for their cooperation in handing over land and facilitating project implementation.
According to the Chairman, the mechanisms and policies for APEC 2027 projects are largely in place. Resolution No. 41 of the National Assembly, along with government and prime ministerial documents, has established a crucial legal framework to address investment, land, construction, and resource mobilization challenges.
However, there have been still limitations in investment preparation, the capacity of some contractors and investors, and delays in relocating technical infrastructure, while limited time remains before the summit, the NA Chairman urged agencies and units to accelerate their efforts.
The Chairman instructed An Giang province, ministries, investors, and construction units to adhere strictly to the "three no's" principle: no delay beyond June 30, 2027, no lowering of safety, quality, and aesthetic standards, and no violations.
This deadline ensures sufficient time for project acceptance, trial operation, and preparation for the APEC 2027 Summit. Projects must meet international standards, ensuring efficient and long-term operation. The implementation process should be expedited while complying with laws, maintaining transparency, and preventing losses and waste.
Regarding Resolution No. 41, the Chairman urged the An Giang Provincial People's Committee to fully exercise its delegated authority, proactively resolve issues, and avoid administrative delays affecting progress. The province must complete special norms and pricing according to Resolution No. 321/NQ-CP by October 2026, preventing pricing shortages from causing further delays.
The application of special mechanisms must be tightly controlled, ensuring they are within scope and applicable to the right subjects, without legalizing violations or exploiting policies for profit, corruption, or negativity. For work completed before project approval and contract signing, especially at the APEC Conference Center, independent verification and acceptance are required before recognition and payment. The urban rail line must also undergo independent system safety evaluation before operation.
In terms of progress management, the Chairman called for An Giang province and central agencies to unify data, updating weekly based on actual volumes; striving to disburse 100% of the state capital plan for 2026. Projects capable of early completion should quickly move to the finishing, acceptance, and trial operation stages, aiming to finish 1-2 months ahead of schedule. For projects at risk of delay, responsibilities must be clearly assigned, and weekly catch-up plans developed.
The Chairman assigned the National Assembly's Economic and Financial Committee to lead, in coordination with the Science, Technology, and Environment Committee and the An Giang National Assembly delegation, to regularly monitor the implementation of Resolution No. 41 and report periodically to the National Assembly Standing Committee.
Infrastructure synchronization, project progress tied to leadership
Another requirement is to ensure the entire infrastructure system serving the summit operates synchronously, from transportation connections, electricity, water, wastewater treatment, waste management, parking, security, fire prevention, to operational personnel. The relocation of the 220 kV power grid must be completed by March 10, 2027. Relevant units need to prepare comprehensive operational plans and conduct full-scale rehearsals before the summit.
Regarding funding, the Chairman requested the Ministry of Finance to promptly allocate additional funds and monitor the deduction of approximately VND570 billion in compensation costs advanced by investors, with a processing deadline of November 15, 2026. The Ministry of Construction is tasked with enhancing safety inspections of critical projects, especially the rail line; the State Audit Office must complete the audit of the Vietnam Airports Corporation's (ACV) assets by December 2026.
Alongside construction progress, the Chairman emphasized the completion of resettlement work, ensuring that residents who give up land for projects have stable housing and living conditions equal to or better than their previous homes. Resettlement should not only involve land or housing allocation but also ensure access to schools, healthcare facilities, commercial services, and public amenities, aiming to improve residents' quality of life.
The Chairman urged Phu Quoc Special Zone to launch a movement for all citizens to build a bright, green, clean, and beautiful environment; encouraging each household to participate in landscape beautification, sanitation maintenance, and building a civilized, friendly urban image.
Regarding implementation, the responsibility of leaders must be linked to the progress of each project. The Chairman called for timely commendation of well-performing collectives and individuals, while strictly handling cases of delay due to subjectivity, avoidance, or shirking of responsibility.
Speaking at the meeting, Permanent Deputy Prime Minister Pham Gia Tuc affirmed that the Government will continue to decisively direct the implementation of 21 projects, ensuring quality, progress, and safety in construction and operation.
Concluding the meeting, Chairman Tran Thanh Man emphasized that completing projects on time is a political commitment, requiring the highest responsibility from each agency, unit, and leader. Agencies and units must not be complacent, calculating progress by the minute and hour, as the remaining time does not allow for weekly or monthly calculations.
