Permanent Deputy Prime Minister Pham Gia Tuc has signed Prime Ministerial Decision No. 1487/QD-TTg, dated August 5, 2026, approving the Adjusted Master Plan for the Vung Ang Economic Zone (EZ) in central Ha Tinh Province until 2050, according to a report by the Government News.
According to the approved adjustment, the planning scope covers the entire area of the Vung Ang EZ as established under Decision No. 1076/QD-TTg (dated August 20, 2007). This encompasses a total area of 22,781 ha, including the entirety of Vung Ang and Hoanh Son wards, as well as portions of Song Tri and Hai Ninh wards.
The adjusted plan focuses on three core pillars: spatial development orientation, land-use planning, and the planning of technical infrastructure systems.
Regarding spatial development, the adjusted plan specifies that Vung Ang will be developed as an integrated, multi-sector, and multi-functional coastal economic zone. Industry, seaports, and logistics services are identified as the primary drivers of growth. It also emphasizes the synchronous development of urban areas, services, social infrastructure, and ecological spaces.
The spatial structure is organized based on the following principles: concentrated development of industrial zones, seaports, and logistics; urban and service development tailored to the needs of the economic zone; preservation of ecological spaces and natural landscapes; and seamless connectivity via a modern technical and transport infrastructure system.
Functional areas will be organized to maximize the advantages of industry and logistics while ensuring efficient land use, environmental protection, and sustainable development.
Key functional zones include industrial and seaport clusters; logistics and port-support service zones; urban areas and service centers; maritime tourism and service zones; ecological spaces, greenery, and water surfaces; and technical infrastructure hubs.
Five priority project groups for 2030
To establish a foundation for the 2050 vision, the Decision outlines five priority investment project groups to be implemented through 2030:
Key strategic projects are designed to fulfill the core development goals of the Vung Ang EZ.
High-impact projects to catalyze further investment and stimulate the development of other functional zones.
Urban renovation projects to refurbish, renovate, and upgrade urban quality and social infrastructure in existing areas.
Framework infrastructure projects to develop a core technical and transport infrastructure to ensure seamless connectivity between functional zones.
Sustainable development projects to focus on environmental protection, social infrastructure, and climate change adaptation.
