Central Thanh Hoa province ranks third among 34 provinces and centrally-governed cities assessed in the Free Trade Agreement (FTA) 2025 Index, according to a report by the Ministry of Industry and Trade.

The FTA Index, developed by the Ministry of Industry and Trade in cooperation with ministries, local authorities and the business community, aims to provide an objective and transparent assessment of how effectively free trade agreements are implemented at the local level. The 2025 edition was the first to be published.

The ranking comes as Thanh Hoa continues to record strong growth in foreign trade. Its total export turnover reached an estimated $7.3 billion in 2025, up more than 20% year on year and equivalent to over 91% of its annual target. During the 2021–2025 period, exports grew by an average of 16.6% annually.

Thanh Hoa’s export growth has been supported by businesses’ effective use of tariff preferences under agreements including the EVFTA, CPTPP and UKVFTA, helping improve the competitiveness of local products and expand market share in major, high-standard markets.

The growth momentum continued in the first seven months of 2026, when the province’s exports exceeded $4.25 billion, up 3.2% year on year.

The province currently has 304 exporters shipping more than 50 product categories to 68 countries and territories.
