Hanoi Social Security Office on July 13 publicly disclosed a list of 22,281 units, businesses, and household enterprises that evaded social, health, and unemployment insurance payments for their employees across the city in June 2026. The figures are calculated as of June 30.
The list, which spans over 1,700 pages, ranks the outstanding amounts from highest to lowest. The largest debt stands at nearly VND50 billion ($1.9 million), while the lowest is approximately VND300,000 ($11.5) (primarily involving foreign nationals participating in health and social insurance).
More than 10 entities on the list owe significant amounts ranging from VND10 billion to 20 billion (nearly $381,000 - $762,000), mostly operating in the construction and real estate sectors.
The list also identifies more than 170 units and businesses with common payment arrears ranging from VND1 billion to over 9 billion ($38,000 - 343,000).
The persistent issue of delayed and evaded social insurance payments remains a major challenge, despite the existence of relatively comprehensive legal sanctions.
In a report reviewing the first year of implementing the 2024 Law on Social Insurance, the Ministry of Home Affairs cited data from Vietnam Social Security showing that in 2025 alone, interest-bearing insurance arrears reached nearly VND14.89 trillion ($568 million). This figure accounts for 3.4% of the total social insurance revenue required for collection.
