Prime Minister Le Minh Hung chaired the Government’s second monthly special session on lawmaking on August 26, reviewing 11 important draft laws and calling for stronger decentralisation, administrative reform and measures to prevent legal gaps.
The session considered draft laws covering bidding, normative legal documents, data security, electronic identification and authentication, food safety, human tissue and organ donation, marine and island resources and the environment, environmental protection, derivatives trading, cultural industry development, and amendments to the Intellectual Property Law.
PM Hung instructed agencies drafting laws to clearly identify and address institutional bottlenecks while ensuring that new regulations do not create overlaps, contradictions or additional barriers.
He stressed that administrative procedures and business conditions should be reduced and simplified, while inspection and supervision should be strengthened.
Drafting agencies were also asked to carefully review the effective dates of the laws, transitional provisions and implementing regulations to ensure smooth enforcement and prevent any “legal gaps” during the transition.
Regarding the draft amendment to Bidding Law, the Prime Minister called for comprehensive reform of the bidding system, with simpler procedures and lower compliance costs, while avoiding duplication with other relevant legislation. He stressed that the new framework must ensure competition, fairness, transparency and efficiency in bidding, while strengthening post-inspection and supervision mechanisms to prevent losses of State assets, violations and corruption.
