The Quang Ninh Provincial People's Council in northern Vietnam has announced that during its 3rd session (scheduled for July 8–9, 2026), it will consider and approve a resolution to adjust the Housing Development Program to 2030.

The program sets a target for the total additional housing floor area of 48.65 million sq.m (an increase of approximately 19.57 million sq.m), with total projected investment capital reaching VND418.2 trillion (approximately $15.9 billion), an increase of VND118.97 trillion or $4.52 billion.

Previously, the local People's Committee proposed adjustments to the program, including an additional 16.44 million sq.m of floor area for commercial housing and over 1.49 million sq.m for social housing.

According to the Provincial People's Committee, adjusting the Housing Development Program is essential. This adjustment plays a vital role in state management and housing development orientation, serving as the foundation for the 2026–2030 housing development plan.

The Provincial People's Committee noted that the current program had approved by the People's Council in 2020. Since then, policies regarding housing, land, and real estate have undergone fundamental changes. This follows the enactment of the 2023 Housing Law, the 2023 Law on Real Estate Business, and the 2024 Land Law, along with several other revised and supplemented mechanisms and policies.

Furthermore, the province is focusing on expediting delayed projects and implementing a strategic shift in governance mindset—moving from "homeownership" to "rental housing" to meet the needs of workers in industrial parks and economic zones.
