According to the proposal, the projected Viet Tri - Hoa Binh Expressway would span approximately 55 km with a four-lane scale. The project is expected to be invested in before 2030, with an estimated total investment of over VND15 trillion ($570 million).

The Ministry of Construction stated that transitioning the Quang Ngai – Mang Den section to the Public-Private Partnership (PPP) model would significantly alleviate pressure on the state budget.

The CT.03 expressway will span approximately 450 km, linking Hanoi capital with northern mountainous provinces of Phu Tho, Son La, and Dien Bien, as well as neighboring Laos.
