The Hai Phong Economic Zone Authority (HEZA) has announced that the northern port city of Hai Phong is focusing on resolving critical bottlenecks to accelerate site clearance and infrastructure investment across nine industrial parks (IPs), covering a total area of nearly 2,500 ha.

Once site clearance is finalized, these parks will provide Hai Phong with an additional 1,900 ha of industrial land. This expansion is designed to attract high-tech and logistics projects, creating significant growth potential for the city during the 2026–2030 period.

Among the nine industrial parks targeted for expedited clearance, four are currently under active construction: Nomura – Hai Phong (Phase 2), Trang Due 3, Tien Lang Airport (Area B), and Kim Thanh.

The Trang Due 3 IP is the largest project in this group, spanning over 652 ha with a total investment exceeding VND8 trillion (approx. $308 million). Within six months of its groundbreaking, the project has cleared more than 302 ha, with 172 ha already handed over for infrastructure development. To date, construction progress has reached 12% of the total workload.

In addition to the projects under construction, two operational parks—Lai Cach IP and the Dai An Expanded IP—still face lingering land clearance issues. Lai Cach IP has completed 82% of its construction with an occupancy rate of nearly 84%, yet over 30 ha remain uncleared. Similarly, Dai An Expanded IP has finished approximately 90% of its construction and has an occupancy rate of 47%, but 8.44 ha are still awaiting clearance.

Beyond these six projects, three additional industrial parks are preparing for groundbreaking: Kim Thanh 2 (Phase 1), Ngu Phuc (Phase 1), and Tran Duong – Hoa Binh (Area A). These projects are currently facing obstacles in site clearance due to delays in arranging resettlement for local residents and slow progress in inventory reporting and compensation planning.
