The Ministry of Industry and Trade has issued a Directive calling for stronger management and more effective investment in industrial cluster development amid changing economic conditions.
The directive requires local authorities and relevant agencies to promote industrial clusters in a more efficient and sustainable direction, with priority given to eco-industrial, high-tech, specialised, supporting-industry and traditional craft village clusters.
Their development should be aligned with digital transformation, green transition, circular economy principles and low-carbon economic growth.
The ministry also stressed that investment attraction must reflect local industrial development strategies and take advantage of each locality’s strengths in raw materials, labour, infrastructure and markets. Priority will be given to projects using clean technologies, generating high added value, saving energy and making efficient use of natural resources. Projects capable of establishing supply-chain linkages will also be encouraged to strengthen the foundations for sustainable industrial production.
On infrastructure and environmental protection, industrial cluster developers are required to invest in synchronised technical infrastructure, particularly wastewater collection and treatment facilities.
The directive sets a target of ensuring that wastewater from 100% of industrial clusters is treated to meet applicable environmental standards during the 2026–2030 period.
The measures aim to improve the quality of industrial cluster investment while promoting more resource-efficient and environmentally responsible manufacturing.
